Legal Description: The Marshall Area Economic Development Alliance (MAEDA) requests grant funding to advance municipal water and sewer service planning necessary to achieve site readiness for the Marshall Mega Site. As an overview of the historical marketing and promotion fostered by MAEDA in the last decade, several major projects have been reviewed including: 1. In 2008 Volkswagen considered locating in Marshall on the now current Ceres Property. However, they built in Chattanooga, TN on 1,400 acres, $294 Million investment, 5,000 jobs within a 1.9 square foot facility. 2. In 2016 Foxconn also considered coming to Marshall. Investment was $10 billion, with 13,000 workers. 3. In 2017 Toyota / Mazda would have been 5,000 jobs with $9 billion investment. 4. In 2018 Project Hercules with capital investment of $2.1 billion with approximately 1000 FTE’s. 5. In 2019, Dicastal is seriously reviewing the Marshall Mega Site for a new manufacturing facility. Total of 800 employees, with $800 million in investment. In preparing for the large projects mentioned above, MAEDA has increased our efforts in finding ways to pay for the needed infrastructure. Most recently, this included completion of a Water & Wastewater Service Feasibility Study by Stantec. MAEDA has asked our legislators for help in creating a TIF district and paying for the additional planning, study and soft engineering costs needed to develop water and sewer service capacity for Marshall Township as well as other needs such as traffic studies and geotechnical work. One of our new key assets that will benefit a large project coming to Marshall is a new 1000-Megawatt natural gas combined-cycle electric generation plant which will upload new electrons in this mid-Michigan market.
